Experts can quietly become one of the strongest long-term systems in Whiteout Survival. They do not enter battle like Heroes. Instead, they live in the Dawn Academy and provide permanent bonuses to city growth, Bear Hunt, Arena, alliance events, State of Power, Frostfire Mine, and other modes.

The difficult part is deciding where to spend Affinity gifts, Expert Sigils, Books of Knowledge, and Learning Speedups. Spreading everything evenly feels safe, but it usually delays the skills that give the best rewards. This guide ranks the current Experts by investment value and explains who deserves your resources first.

How the Expert System Works

The Expert feature becomes available only after your State reaches the required progression stage, and your Furnace must be Level 25. You first meet Experts through Tundra Trek, where Trek Supplies are used to trigger random encounters, fights, treasure events, and Expert story nodes.

Continue an Expert’s storyline and raise their Affinity to 1,000 to invite them into your city. After unlocking your first Expert, you can build the Dawn Academy and begin learning skills.

Expert progression has three main parts:

Affinity raises the Expert’s relationship level. It comes from gifts and trekking encounters.

Expert Sigils advance the relationship at each 10-level threshold. Expert-specific Sigils are used first, while Common Sigils can cover the missing amount.

Books of Knowledge upgrade skills in the Dawn Academy. Learning Speedups or General Speedups reduce the study time.

Frontier Trek becomes useful after you have met an Expert because it lets you target that character’s storyline more directly. Auto Trek and Idle Trek save time later, although fully automatic choices can sometimes produce weaker encounter rewards.

Agnes — Best Expert for General Progression

Agnes

Agnes is the safest first investment for almost every account. Her skills improve activities that players already complete every day, including Intel missions, stamina recovery, gathering rewards, construction, Mystery Badges, and Mystery Merchant refreshes.

Her value keeps building because these extra resources are earned repeatedly instead of during one occasional event. The July 2026 update also added a Research Speed bonus to Project Management, giving Agnes another useful late-game benefit after construction becomes less important.

Upgrade Agnes first if you are F2P, a low spender, or still developing your city. Prioritize her Intel, stamina, shop, and development skills before spending heavily on narrow combat bonuses elsewhere.

Cyrille — Best Expert for Bear Hunt

Cyrille

Cyrille is the clear choice for players who run Bear Hunt consistently. Her kit can increase personal Bear Hunt damage, rally capacity, and troop deployment capacity while adding Enhancement XP and Essence Stones to event rewards.

The reward skills are the main reason Cyrille ranks so highly. Essence Stones remain valuable for Hero Gear progression, and the extra materials arrive every time the event runs. Once those reward skills are at a comfortable level, further damage investment becomes optional unless you are chasing higher Bear Hunt rankings or leading rallies.

Baldur — Best Expert for Alliance Progression

Baldur

Baldur becomes a major priority once he appears in your State. He improves several alliance reward loops, including alliance shops and recurring alliance events. More importantly, parts of his kit help players obtain additional Expert progression resources, allowing later Experts to grow faster.

Active-alliance players should move Baldur near the front of the queue. His value drops in an inactive alliance, but that is usually a sign that changing alliances would help more than changing your Expert plan.

Holger — Best Expert for Arena

Holger

Holger improves Arena Hero stats, Arena Tokens, post-battle chests, and Arena Shop value. He is excellent for players who fight every day and regularly buy Mythic Hero Gear, Mithril, or other important shop items.

F2P players do not need to push every Arena stat skill immediately. Start with the skills that increase tokens and reward chests. Those bonuses improve your account even when you cannot compete with the strongest Arena spenders.

Valeria — Best Expert for State of Power

Valeria

Valeria is built around State of Power. Her skills can improve Preparation Phase scoring, Sunfire Token income, shop options, Battle Phase troop stats, and rally capacity.

She is powerful for competitive SvS players and rally leaders, but her upgrade cost makes her a poor early target for most F2P accounts. Build your economy and recurring reward Experts first, then invest in Valeria when State of Power performance becomes a serious goal.

Fabian — Best Expert for Foundry Battle

Fabian

Fabian specializes in Foundry Battle and Tundra Hellfire. He can improve Arsenal Token income, event troop stats, rally capacity, and battlefield recovery.

His first reward-focused upgrades can be useful even without a large investment. Heavy upgrades make more sense for rally leaders and players in competitive alliances. Players who rarely join these modes can leave him behind Agnes, Cyrille, Baldur, and Holger.

Kathy — Best Expert for Frostfire Mine

Kathy

Kathy supports Frostfire Mine through faster Mine Patrol progression, improved event combat, extra Orichalcum, and additional Chief Charm materials.

She can save effort and improve rewards for players who take Frostfire Mine seriously. Her value falls sharply when the event is skipped, and her Sigil cost is high enough that casual players should treat her as a later project.

Ronne — Best Expert for Tundra Trade Route

Ronne

Ronne focuses on Tundra Trade Route. Her benefits can improve truck quality, cargo quantity, raiding, protection, and the number of deliveries available during the event.

The rewards can be useful, especially in older States with stronger truck cargo, but the event is not frequent enough to make Ronne a universal first choice. Build her after your core Experts unless Tundra Trade Route is one of your favorite events.

Romulus — Best for High-Spending Rally Leaders

Romulus

Romulus offers broad military value, including general troop deployment and rally capacity, combat bonuses, and troop recruitment support. His main problem is cost: progressing him requires far more Sigils than the early Experts.

For most F2P players, Common Sigils spent on Romulus would produce better overall returns on several cheaper Experts. Rally leaders and heavy spenders can gain more from his ceiling, but everyone else should let Expert-specific Sigils raise him gradually.

 

Best F2P Upgrade Order

A practical F2P path is:

Agnes → Cyrille → Baldur → Holger → one specialist that matches your favorite event

Do not wait to max one Expert before touching the others. Unlock the strongest early skills first, then concentrate resources on your main target. This gives immediate daily rewards while keeping later options open.

Use Common Sigils carefully. They are most valuable when they finish an important relationship threshold for Agnes, Cyrille, Baldur, or another planned target. Avoid using them simply because an Expert is close to the next level.

Books of Knowledge, Expert Sigils, and Learning Speedups can score points in events such as State of Power, King of Icefield, and Armament Competition. Early in the system, learning high-value skills immediately is usually worth more than waiting weeks for points. Once your core skills are active, save larger upgrade batches for event scoring.

 

Expert Mistakes to Avoid

  • Treating Experts Like a Battle Lineup

Experts provide account bonuses through their skills. You do not need to assemble a three-Expert team or match them with a specific Hero formation.

  • Dividing Resources Equally

Event specialists can consume large amounts of books and Sigils while giving little value outside their chosen mode. Build your core Experts first.

  • Ignoring Free Trek Supplies

Consistent trekking unlocks Experts, Affinity, gifts, and other materials without requiring a purchase. Letting supplies sit unused slows the entire system.

  • Leaving Auto Trek Completely Unattended

Automatic dialogue and mini-game choices may select a weaker result. Auto mode is convenient, but manual choices are safer when an important encounter appears.

  • Investing in Romulus Too Early

His military bonuses look strong, but their cost is difficult to justify for most F2P players. Upgrade several efficient Experts before committing Common Sigils to him.
