States are divided into two categories during this phase:

Ordinary States: The more flexible option. They have a higher transfer cap and can issue Special Invites.

Leading States: States at the forefront of development. Their Power Caps cannot be modified and are set to the lowest level by default. Leading States cannot issue Special Invites.

Phase 2: Invitational Transfer (Days 4–5)

Phase 3: Open Transfer (Days 6–7)

This is the free-for-all. Any player who meets the target state's Power Cap can transfer without needing approval. But there's a catch: slots are limited and first-come, first-served. Once a state hits its transfer cap, that's it — no more moves in.

You still need Transfer Passes during this phase. Don't assume "free transfer" means "free" — it only means "no approval required."

 

The Eligibility Checklist

Before you even think about spending passes, make sure you meet all of these requirements:

  • Furnace Level 30 or higher (varies by target state requirements)
  • Not currently in combat
  • Not a member of any alliance (you must leave first)

However, there are legitimate strategies to manage your costs:

  • Start saving early. The Alliance Shop offers one pass per week. If you know you want to transfer, start buying them months in advance.
  • Coordinate with your target state. If you're a high-power player, try to secure a Special Invite. This won't reduce your pass cost, but it guarantees you a spot even if you exceed the Power Cap.
  • Time your move. Transfer costs are based on your score relative to the target state's rating. If you can wait for a state with a higher rating to open up, your relative score might be lower — potentially reducing your pass requirement.
  • Consider your resources. You can only take with you what your Storehouse protects. Excess resources will be lost, so spend down or convert what you can before transferring.

 

What Happens After You Transfer?

Once you commit to the move, it's permanent. There's no going back. Here's what to expect:

  • Your city will be randomly teleported to an area of the Icefield in the target state
  • You'll receive a 24-hour shield to get settled
  • You'll be automatically removed from any active group chats
  • Alliance territory buffs will be lost
  • All alliance buildings will be removed

The transfer also has a 30-day cooldown— you won't be able to move again for a full month.
